The problem was, unfortunately, due to a Steamworks configuration mistake that I made in which the macOS depot was not properly attached to all of the various packages-this is also the reason why we weren't able to reproduce the issue on our end, because the developer testing package was not affected by the problem. I want to let you know that Steam support has helped us get to the bottom of the issue with content distribution on macOS that was leaving many users with nothing more than an "EmptySteamDepot" file.
